IndianOil, Mauritius Sign 5-Year Energy Security Pact
NEW DELHI — In a major expansion of India’s diplomatic and economic footprint across the Indian Ocean region, state-run Indian Oil Corporation Limited (IOCL) has secured a landmark five-year petroleum supply pact with the State Trading Corporation (STC) of Mauritius. Announced by the Ministry of Petroleum and Natural Gas, the agreement positions India as the primary anchor fuel supplier for the island nation, insulating it from global market fluctuations and acute supply chain disruptions.
The contract marks the first long-term fuel supply deal executed by an Indian public sector oil marketing company outside South Asia in recent years. Signed during official delegation visits led by Union Minister for Petroleum and Natural Gas Hardeep Singh Puri to Port Louis, the arrangement reinforces India's growing stature as a regional energy stabilizer.
Under the terms of the binding agreement, IOCL will fulfill 100 percent of Mauritius’s import requirements for Motor Spirit (MS), High-Speed Diesel (HSD), and Aviation Turbine Fuel (ATF).
Strengthening Regional Refining Dominance
The strategic alignment leverages India’s rapidly expanding domestic refining infrastructure. Operating 23 refineries with a combined annual capacity of 267 million metric tonnes (MMT), India has established itself as a net exporter of refined petroleum products. While India has historically maintained uninterrupted supply lines to landlocked neighbors Nepal and Bhutan—even amid heightened geopolitical conflicts in West Asia—the agreement with Mauritius scales this operational mandate further into the maritime corridor.
“The agreement with Mauritius positions India as the country's anchor fuel supplier and strengthens India's strategic and economic footprint in the Indian Ocean region,” the Ministry of Petroleum and Natural Gas said in an official statement.
Beyond core product off-take, the wider Memorandum of Understanding (MoU) institutionalizes technical and operational collaboration between the two nations. The mandate encompasses structured training for Mauritian energy officials, infrastructure capacity building, and collaborative research into sustainable energy transition pathways.
A central pillar of the bilateral partnership focuses on accelerating clean energy integration. Mauritius was among the founding members of the Global Biofuels Alliance (GBA), a multi-nation initiative launched under India’s G20 Presidency to scale sustainable fuel adoption.
Building on that mandate, the GBA Secretariat has formally partnered with Mauritius' Ministry of Energy and Public Utilities to design a customized Biofuels Country Landscape Policy framework. Through structured knowledge exchange and institutional research, the initiative aims to build local technical capacity, helping Mauritius diversify its energy mix while securing a stable bridge of conventional refined products.
