New Delhi, Aug 4 — The government on Tuesday said enforcement action was taken against 183,000 telecom resources, along with the blacklisting of 263 senders, in the first quarter of the current fiscal (Q1 FY27) as part of efforts to curb Unsolicited Commercial Communications.
The measures targeted multiple layers of the system, including outgoing barring, long-term disconnection, sender blacklisting across all operators and SMS header blocking, to address repeat violations, according to the Ministry of Communications.
Against a total of 730.82 billion calls originated on the telecom network in Q1 FY27, UCC complaints stood at 1.085 million — approximately 1.5 complaints per million calls. The TRAI DND App accounted for 89 per cent of all UCC complaints received by access providers.
AI-based spam detection flagged 24.43 billion suspected spam calls and SMS, enabling consumers to choose whether to ignore or accept such communications with caution. More than 243,000 warning notifications were issued to suspected senders within one week of the system’s launch.
Consumers can register or modify their Do Not Disturb preferences through the TRAI DND App, their telecom service provider’s app or website, or by calling or sending an SMS to 1909. These preferences allow them to block or receive promotional communications from senders across any or all sectors.
More than 1.12 billion subscribers have not registered any preference and therefore remain accessible to commercial communications from registered telemarketers and senders. The ministry advised consumers who wish to control such communications to register their preferences on the DND registry.
Registered DND preferences enabled the blocking of about 1.48 billion promotional calls and 7.30 billion promotional SMS. Meanwhile, approximately 13.16 billion promotional calls and 248.06 billion commercial SMS were routed through registered communication channels.
TRAI has introduced the designated 140 series for promotional calls so that such calls originate from a dedicated numbering series, allowing consumers to identify and manage them more easily. Calls from the 140 series are pre-verified against customer preferences before delivery.
The 1600 series has been designated for service and transactional calls by entities in the banking, financial services and insurance sector, as well as for government-to-citizen communication.
The enforcement data reflect ongoing efforts to reduce unsolicited commercial traffic while giving consumers clearer tools to manage promotional and transactional messages.
