A Timeline Tied to the Festive Season

The official indicated that the state government aims to make the app fully operational across West Bengal before the forthcoming festive season, which begins with Durga Puja next month. This timeline suggests a deliberate effort to have the fraud-prevention system in place ahead of a period that traditionally sees increased property transactions and registrations, as families often complete major purchases or finalise property matters around the festive season.

How the Verification Process Works

Under the proposed mechanism, buyers and sellers will receive an application number after submitting their registration documents. They will then need to download the app, which is just four megabytes in size, and complete the verification process. After entering the application number, users are required to blink twice while holding the phone in front of them, a liveness-detection step designed to confirm the person completing the verification is physically present and genuinely who they claim to be, rather than relying on a static photo or a potentially fraudulent substitute.

Why This Technical Safeguard Matters

The blink-verification mechanism reflects a broader trend in identity verification technology, using simple biometric liveness checks to prevent impersonation or document forgery. In the context of property registration specifically, where financial stakes are high and fraud can have long-lasting legal and financial consequences for victims, this kind of real-time identity confirmation offers a meaningful additional layer of security compared to traditional paper-based verification, which has historically been more vulnerable to forgery and impersonation.

Data Flow and Access Controls

Once the verification step is completed, the app transmits a verification message to a designated government portal, one that can only be accessed by registrars and authorised registration officials. This restricted access model is intended to ensure that the verification data remains within a controlled administrative chain, reducing the risk of the sensitive identity information being misused or accessed by unauthorised parties.

A Mandatory Gate in the Registration Process

Officials confirmed that the registration process cannot proceed to its next stage unless identity verification has been successfully completed, effectively making this step an unavoidable checkpoint rather than an optional add-on. However, they also clarified that buyers and sellers will still need to physically visit the registration office to complete this verification, since the process cannot be carried out remotely from home. This requirement for in-person verification, even within an otherwise digital process, appears designed to further reduce the possibility of remote impersonation or fraudulent submission.
