Centre Launches PMRef Module for Ease Reforms

Uploading details of all such initiatives on the PMRef portal has been made mandatory. Ministries and departments must also keep the information current by submitting weekly progress updates every Friday by 12 noon, beginning this week.

Officials described the exercise as an attempt to institutionalise the reform process through a structured digital framework. The system is designed to capture, monitor and review both policy and administrative reforms, improve inter-ministerial coordination and accelerate implementation.

The PMRef portal is a secure digital governance platform used by the Prime Minister’s Office, central ministries and government departments. It tracks policy reforms, administrative initiatives and key infrastructure projects. The portal also integrates with the PRAGATI platform to strengthen coordination, implementation and accountability.

In practice, the system records milestones, action points and targets arising from high-level review meetings. It functions as a single repository for ministries to log and monitor reforms linked to ease of living and ease of doing business, while enabling the tracking of references, directives and decisions issued by the PMO and other senior authorities.

By combining a clear directive with a mandatory reporting mechanism and fixed weekly deadlines, the government aims to convert reform identification into a continuous, measurable process rather than an ad-hoc exercise. The weekly Friday updates are expected to provide senior levels of government with a regular, consolidated view of progress across ministries.

The initiative forms part of the broader administrative effort to reduce procedural friction for citizens and businesses while maintaining institutional oversight through digital tools already in use within the central government.
